Launches go out when you confirm them
A launch you make goes out the moment you confirm it. Your budget limits, the governor and the stop-loss check it first.
How to do it

Open Launch my ads and make your launch.

Check the plan, then press Launch now.

The Launch page asks you to confirm first, then sends it to Meta.
Your budget limits, the governor, the stop-loss and the switch for changes in Meta check every launch either way. Only the owner can change this.
