A launch is blocked by your limits
When a launch would spend more than your limits allow, it is made but blocked. You fix it on the launch's own page and try again, so it never gets stuck.
How to do it

Open the launch. Ads → Meta shows it in Prepare › Needs a fix, with Open the launch.

Read which limit blocks it: the monthly ad budget, the most per day or another.

Raise that limit in the box, or leave it empty for no limit, and press Save and try again.

When it fits, it is sent at once.

Launches count toward your limits until they run. A launch that failed or was stopped counts for nothing, so it never eats your monthly budget; Try again checks the limits afresh.
A launch that stopped on a problem in Meta has Try again too: what was already made is not made twice.
